Louis Brown Ogbeifun, born in August 1955, comes from a modest background in Edo State, Nigeria. The son of a dedicated teacher and police officer, as well as a hardworking trader, he was raised with strong values of discipline, service, and perseverance.

He started his formal education at St. Stephen Primary School and later attended Christ Apostolic Church Grammar School (Caposto) in Efon Alaaye, Ekiti State. Despite facing financial difficulties, he was determined to finish his education, relying on support from peers and his own resilience to overcome major challenges.

About Dr Louis

Was born in August 8 1955.

After secondary school, he briefly taught in Ogun State before gaining admission to the Police College in Ikeja in 1974. After completing his training, he was posted to Abakaliki and was later selected as one of the pioneer officers of the Nigerian Security Organization (NSO), now known as the Department of State Services (DSS). His career in public service also included excelling in sports, especially football and athletics.

The Journey

Driven by a passion for education and service, Louis transitioned into healthcare by gaining admission to the School of Nursing in Warri, Delta State. There, he became a student leader, serving as the first President of the Student Union Government and later as President of the Bendel State Student Nurses and Midwives Association. His leadership helped bring about reforms in nursing and health training institutions in the state. Upon graduation, he received several academic honors, including the award for Best Student Nurse.

His football skills in goalkeeping earned him a spot in the Abakaliki White Angels Football Club, Abakaliki, and the NEPA Football Club in Warri, before eventually joining the NNPC Refinery Football Team in Warri. Among all the teams, he worked his way up to become the team’s first-choice goalkeeper due to his diligence and hard work. He later captained the NNPC Refinery FC and helped the team earn promotion to the top division. He also served as the team manager of the NNPC National football team at the Nigeria Oil and Gas Games (NOGIG), winning two gold medals and a silver medal during his tenure. He later became the NOGIG Chairman with notable achievements and national accolades.

Professionally, Louis spent over 18 years practicing as a nurse anesthetist. While working, he pursued further education, obtaining a degree in Public Administration and a master’s degree in Planning and Health Management from the University of Benin.

His leadership extended into the labor movement, where he served in various capacities within the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN). He eventually became the association’s 10th president, advocating for workers’ rights and industry reforms. He later served as manager of employee relations at the Nigerian National Petroleum Corporation (NNPC).

Louis Brown Ogbeifun is a respected mediator, conflict manager, and trainer with over thirty years of experience promoting industrial peace, especially in Nigeria’s oil and gas industry. A retired employee relations manager at the Nigerian National Petroleum Corporation (NNPC), Louis is known for resolving high-level labor disputes and preventing costly industrial actions at companies like Addax Petroleum, Shell, Chevron, ExxonMobil, and others.

From his early days as a teacher, policeman, and operative in the National Security Organization (NSO) during the 1970s, Louis transitioned into the corporate and public service sectors, where he played vital roles in union-management relations, policy advisory committees, and conflict resolution frameworks at the national level. He was a key member of the ministerial committee addressing conflicts in the oil and gas sector and contributed to major national initiatives such as the Nigerian Extractive Industry Transparency Initiative (NEITI) and the NNPC Pension Fund Sustainability Committee.

Louis is a Fellow of the Institute of Chartered Mediators and Conciliators (ICMC), a CEDR UK-accredited mediator, and a Certified Workplace Conflict Trainer (MTI, USA). He has continued shaping discussions around industrial harmony, leadership, and social dialogue through workshops, speaking engagements, and publications.

His academic background includes a bachelor’s degree in public administration and a master’s in health planning and management from the University of Benin, along with specialized certifications in nursing, mediation, and arbitration. Louis also served as the president of PENGASSAN and ICMC and has received numerous awards, including the United Nations Public Service Award and the Nelson Mandela Pan-African Leadership Honor.

Beyond his professional pursuits, Louis is passionate about writing, reading, and football, and he remains a mentor, a national resource person, and a voice advocating for ethical leadership and peaceful labor relations. He is happily married with children.

Through AfriTAL, he has partnered with organizations like KDCCNNPCL Medical ServicesEkpanCapitol Hill Group of Hospitals, and IGL Law Firm to deliver free medical outreach, including health screenings and life-saving supplies for people battling hypertension and diabetes. As Chairman of the Delta Branch of PFAN, he led the executive committee to organize the PFAN 3 Nations Tournament—using football as a tool for peacebuilding and unity among communities.
Through strategic alliances with ECOSGF and SDN, AfriTAL has also driven methane abatement advocacy and training across Akwa Ibom, Cross River, Delta, and Rivers states, promoting environmental justice and community awareness. And in boardrooms and workplaces, Dr. Ogbeifun continues to use his expertise in conflict resolution and industrial relations to foster harmony and protect the dignity of labor.

  18. The first time I can in contact with you was in NNPC fiester Kaduna, about 20 years ago and since then it’s been awesome and Rosie over the years.
    Knowing you, and working closely with you has really changed my initial impression about you, your leadership style, your approach to resolving conflicts and difficult issues seamlessly, sometimes gives me some benefits of doubt if we still have people like you remaining in our society where moral decadence have taken over our government establishment, the Nigeria civil service board and other government establishments.
